And yes, all forms of government are ran by people and therefore flawed. I think your point is valid that humans will use the weak spots of the government to their advantage. So I think proper government should have checks and balances (e.g. implementation of the Trias Politica) and a way to enforce proper behavior (or discourage dishonest / inadequate behavior).

It's the other way around. All forms of government are evil/authoritarian. Just some are more or less authoritarian. Western style is less authoritarian but even a little authoritarian is unacceptable. And China is as communist as north Korea is democratic.
