I think when people complain about work being busy it's usually indicative of having more work than time to complete said work. Which leads to a negative feeling. People don't often complain about work being busy if they have their normal volume of work.

I hate when it's not busy at work too because all I'm thinking about is why am I here and not at home or out doing other things? So many office jobs waste massive amounts of money on employees just being there and filling seats without doing anything that meaningful for more than a fraction of the time they are there. And it just feels like wasting hours of your life even though you are getting paid.

A lot of people who work office jobs don't really need to show up for five days a week, but they depend on the salary. There are maybe two or three days worth of actual work, where they're essential, but a lot of the time is filler. I've worked hospitality my whole adult life, being busy makes the time go by faster. But if you're running on your feet all day, you are exhausted by the end. So having slow days is kind of a nice break.

Reasonably busy is good, yes. Stressed is not. A busy complaint is usually a sign of stress.
