I mean where I live it's not for the most part. Lectures are never attendance mandatory, practicals, labs etc are 80-90% mandatory.

I agree. Your attendance doesn't mean anything to anyone but yourself that's why you should be able to decide yourself.

Probably depends on where you live. Here education is legally required until you are 16. In that light, recording attendance makes sense.

Oh yeah for sure. I'm in the US, where schooling is typically required until you're 18 (but you can legally drop out at 16). I'm only referring to optional further education

Well if there are in-class assignments you'd otherwise miss if you don't go to class, doesn't that effectively make attendance mandatory?

I agree. None of my classes in college- other than PE had attendance requirements. I had a programming class with a Chinese grad student who's english was so bad I couldn't understand them. I went to class twice- then just completed all the assignments on my own and aced the final for a B+.
