This would kill the tourist industry to a far greater extent than you are imagining. It wouldn't just weed out people who don't speak the language, which is already a ton of people. Anyone who doesn't want bureaucratic homework for their vacation will now pass. It also doesn't factor in the many countries where there are numerous languages spoken in different regions of the same nation. India is one prominent example. Should they restrict the movement of people within their own country?

Feels like you've never travelled very much at all. The bureaucracy that would be required to process such a system would be staggering. While it would make the language skills industry (if such an "industry" exists) boom, it would simply demolish tourism across the planet.
