Not really. There are some cities in the states that mandate everything is in an HOA because they pay for stuff like the road maintenance. So if you live in that city because you work that city your options are rent (where there is an HOA that could still call you out on things) or buy in an HOA. That's a stronger scenario than OP is describing.

If every single home in your city or town is part of an HOA, is it actually a choice? Its like owning a car and choosing not to pay for gas. If you can't have one without the other, it's not a choice, it's a mandate.

Municipalities shouldn't be allowed to defer their responsibilities to HOA's. Developers are able to cut costs by pushing some of the services over to the HOA which in turn makes the HOA very powerful. Municipalities need to permit building to cover all aspects of the property and not cut parts of it out so they can sell at a lower price. I think people aren't realizing that the costs are being recovered on the back end by HOA

They agreed to the rules in place when they bought the house, not the ones that get added later. Most crazy HOA stories seem to be either rules that were added after people moved in, or an increase of enforcement of rules that were not enforced beforehand. Luckily, I live in a city where HOA‘s are not that common at all.

I wish I was part of an HOA. I could show you pictures of my slob neighborhood and you would see why. A well managed HOA protects your home value.
