WTF are you talking about? The street is public property and many people literally have to park on the street overnight in pretty much every major city. My apartment building doesn't have parking, so everyone who lives there parks their cars on the surrounding streets.

My reading comprehension is fine, thanks. You said it doesn't make sense to allow anyone to park overnight on any public property, yet in many places that is necessary. If you meant that people who live in the area might need the space and therefore only those people should be allowed, you shouldn't have used the word "anyone".

I don't really understand why I can park my car in a place but not sleep in it; if I can park there, I should be able to sleep there. Like, the car is there anyway, and unless you come over and look inside you wouldn't even know I'm in there. It literally doesn't make any difference to anyone else whether I'm in the car or not.

too many people take advantage and ruin it for everyone else. so many people do this in the bay area and dump their waste in the neighborhood, leave trash and move on. they bring zero value to the neighborhood, take are resources, and leave a wake of destruction as the move to the next neighborhood. we should not allow our public space to be squatted

I don't think this is true in every state. I've grabbed naps at rest areas, including ones manned by a state employee, and never been approached. My guess is even if technically illegal, it's not enforced unless it's obvious you're setting up camp. Pulling over for a nap is WAY better for everyone than drowsy driving.
