We've refused service animals on a couple different grounds, fully legally. There are actual requirements a service animal needs to fit, to be considered an actual service animal, and not just a pet. And there are requirements a person needs to fulfill to keep their animal with them. If they've become bed bound for example and can't take their animal out to defecate, it has to go.
