Depends. On public transport, in the mall, or anywhere else you have a captive audience? Absolutely dickhead behaviour, that's what headphones are for. Outdoors with a reasonable berth in between you and other people, at a volume that isn't obnoxious? Go for your life. I honestly love seeing people at the park with speakers on a nice summer's day, it's a vibe. As long as there is still somewhere I can sit if I don't want to hear their music, I don't see the issue. It's not a library.

Years ago, I used to carry around $1 headphones. This was back in the day when everyone used aux on their phones. Whenever someone would play their phone loud in the breakroom, I'd toss a pair pretty much into their hands. A few years back, I walked into a walk in hair style shop. All 8 seats were filled, so I was standing and waiting. 20 minute wait, not a problem. There was a kid (I still refuse to refer to him as a man, even though he was well over 18. Maybe 30ish) he was sitting next to his mom, playing a shooting game loudly on his phone. I'm willing to put up with a small kid playing with noise in public, but not from someone old enough to know better. I pulled my phone out, turned up my volume, and played the duck video. Duck dancing and singing "I'm about to whoop somebody's ass" he got the hint and turned his phone off.

I'm half deaf. The type of hearing issue I have makes it harder to filter out what I'm listening for. My woofers work fairly well, but my tweeters are not good. Phones are higher pitched, so it just comes out as a jumbled mess from further away than personal distance. The (likely) tinnitus I've had all my life doesn't help either. I was in my thirties when I found out that isn't normal for everyone.
