As I said, make it legal and you're opening a can of worms. It's not legal now and people do pee in alleys and behind trees. So why change the law.

Actually this isn't exactly true, at least not where I lived. They will use any excuse not to, probably because they don't want to have them in their cars or because there's really nothing they can do other than hold them and release later. I could write a book on the transients I've seen cops drive by ignoring completely

Because the people you're talking about don't deserve to be charged with a crime for that behavior… which is a view you seemingly agree with, so I find your position rather puzzling. Nobody is saying it should be legal to just piss wherever you want for whatever reason you want. If they were I would agree that it's a bad idea, but OP was pretty specific that it would only apply if there are no other options and you make an effort to stay out of view.

It's funny how women are generally expected to not pee outdoors but there are all kinds of justifications for allowing men to do it. I've been in every US state-large cities and small towns- and never needed to pee outside. There is always somewhere. Some cities have apps that include this information.

When I was in college/my early 20s, peeing outside was definitely more common amongst my girlfriends. You couldn't go a Saturday night without hearing the phrase "cop a squat". But none of that matters because these laws aren't about people who can afford college or travel to every state. There are people in our country who don't have access to "somewhere". This legislation criminalizes homelessness.
