People should be moving over, and typically do, when approaching obstructions that are on the right side of the road, also when letting others merge on. So why not make driving to the inner lane the standard, and have passing drivers merge in, or wait to pass, when approaching obstructions?

Increasing merging would lead to more accidents over time. That single factor would increase accidents not even accounting for all of the others. You are asking every car to make (at least) two lane changes for each entrance/exit. More if there are more lanes present.

No. This is a bad idea. Fastest cars further away from the edge of the road is definitely the smarter choice.

Not just driven, the logic here seems to all flow from the idea that no one is ever in the left lane except while passing, which may be how it is technically supposed to work, but how can you think that if you've ever been in a car?
