Video Games should be rated based on their gameplay instead of the story or cutscenes. amirite?

They should be rated on everything that's relevant. I'm going to rate a story focused game that has a really well told story but completely forgettable gameplay higher a gameplay focused game with just middle of the road gameplay. If the main focus of the game is good, that's what I care about most. I will say that unless they are truly groundbreaking in some way, graphics are not enough to be "the focus" for me. They are a supplemental factor.

Most any review. Some games are just not there for gameplay. To The Moon for example is all about the story. I'd say gameplay is even behind visuals. for that game. But 99% of the time I agree.

They generally are, there are plenty of highly rated games with decidedly average stories. A good story can elevate a well made game, but a bad story often won't tank it.

In a lot of good games, the story is related to or integrated into the gameplay. The story explains lore reasons on why the gameplay is the way it is and further enhances the experience. Then, there are cases where the story directly influences your gameplay experience. There are games that would feel repetitive and boring if the story and cutscenes didn't set up an emotion for you to feel going into the gameplay. Rating games solely by gameplay cuts away these possible enhancements that story and cutscenes can bring to it.

In that case, you are completely disregarding genres like visual novels, where story is key. So that means under your system, visual novels would be some of the worse games out there score-wise.

All user-based ratings (e.g., people who aren't professional critics) should be taken with a grain of salt. I've seen bad ratings because the game came out a day later than the rater demanded. Or they had a technical difficulty downloading it from some platform so they downrate the game. Or they don't like the politics of the company that created the game. Or [insert anything completely unrelated to the actual game itself]. Professional critics can be guilty of this sometimes too, but they'll get noticed and called on it if they do it too much or too exclusively.

This so wildly depends on the genre of game you're talking about. Doom? Sure. Mass Effect? Maybe not. Then you have things like VNs to consider.

Story should always be part of the rating. Even if the gameplay is good, if I don't care about the story then I end up not caring too much about the game.
