Mutually assured destruction. Countries can't just declare war willy-nilly because of the threat of nuclear war. And if one side uses their nukes, the other will too. Everyone loses.

Who is saying that it wouldn't be better if nukes didn't exist? Even countries that have loads of them would prefer they didn't exist as it will save them money in building and storing them just as a deterrent.
