I don't know about the oil, but by powder I think he meant rosin for the bow.

Well, it turns into powder when you rub it on the bow, so it is powder by the time it reaches the cello. Oil, though... I suppose if you're really obsessed about it you might polish it, but that's not oil. I dunno... Music in general is usually awkward.
