@Pheniz21 In Las Vegas, NV, where I live and a lot of places with similar climates, it's illegal to refuse someone drinking water.

Reminds me of an old story from the Middle Eastern deserts. It was punishable by death to refuse a man in the desert water if he asked for it. It was also punishable by death for a man to steal water from another in the desert. So the old man at the oasis would hide. The travelers who found him there would always ask him for water and could not be refused. But if the travelers came and took water from the oasis without asking, the old man would kill the thieves. Thmoral of the story is that everything is life or death in the desert, even a polite question.
