No God means nobody is making sure everyone ends up where they're supposed to be. It would make me wonder why the bad stuff happens and what the point is, but I trust in him enough that I can come to terms with a bad situation. I guess everyone has some sort of comforting beliefs, whether it be in God, science, or whatever else.
In my own personal opinion, the idea of no God is scary as hell. The belief in a greater being creates a feeling of safety. It creates the idea that, even though some bad things happen, they can lead you to somewhere far better than where you would have ended up. It's comforting.
My general understanding of reincarnation is that you can get reincarnated into anything living. With that being, the population would slowly digress as people get reincarnated into non-human beings. Also, the people that are reincarnated into a human again still have to be born, making sex a necessity.

Government officials (excluding some) spend a large amount of their salaries flying back and forth from Washington D.C. And the state they represent/live in.
