You know how babies can learn sign language before they can talk? Same concept.

Many animals can't "talk", but most have hands/paws/claws/flippers that can be used for communication if the appropriate association is made.

For instance, does one teach a dog to sit or just the word for sit? In other words, does a dog know how to sit before it is taught the command? Of course! We only teach it to associate the word sit with the action of sitting!
